No it isn't, I was there 2 weeks ago and am up there at least once if not twice a year. Chicago is a great city. Does it have some rough spots and some issues? Of course, every big city does but to act like it is a failed city is just dumb. When is the last time you were there?

What part of the city were you in 3 years ago? I have been going there for 20 years and never had an issue or felt unsafe at all and it is one of my favorite cities to visit by far. So you are going to have to explain to me why 3 years ago you apparently felt it was a dump. I have never once been up there and felt it was a dump.

I have been to Detroit, many times, and Phnom Penh and they are worse.

Call whatever you wish. I have a friend who use to live in Bridgeport, I have been to Sox games, bars, etc. You are acting like Chicago is Fallujah or something, it isn't.
You still havent explained what was so bad about it. Again, I have been there many times and never even felt unsafe much less had any issues. What specific issues have you had and in what part if the city? I am honestly curious as to why your experience is so different than my 20+ trips there.
