Right now, all physicals are barred by the NFL. Team personnel including medical, cannot travel to visit players or free agents and teams cannot host players or free agents at their headquarters/training facilities. In short, while teams can and are making agreements with free agents, no physicals are being done and no announcements of free agent signings are being made by team.

Yes, they are just agreeing on an outside doctor to do the physical. Brady did his physical with a doctor in New York that the bucs approved of and then announced the signing.
