Here is the kicker, why can't they review penalties! It's not like a penatly is the only judgment call. So is spotting the ball, determining if he caught it, whether he was inbounds and so on and son. All plays are judment calls. All penalties are judgement calls. That is what kills me. There's no reason why a penatly should not be challenged if needed.
