No, he seems to be saying the culture is so bad they have no choice but to start from scratch.
I’m saying the guys who created that culture are still in charge. Culture won’t change.
The implication is, that unless they have a culture change they will dwell in the basement. He isn’t saying they are living a culture change, only one is crucial if they want to thrive.
