No any person with common sense doesn’t think that way because they have more than $20 and they don’t need to wait until the refund. Just say you don’t have the money and people will respect that.
It’s not @J Falk fault that you screwed up. Pay him. When you get the refund you will get your $20 back. You made the mistake, not him. It’s a punk move. But shouldn’t surprise anyone.
