The Browns reportedly are content with their current receivers, and SI.com's Albert Breer reported that Cleveland “probably won't” try to sign Hopkins this offseason, via Mike Florio of NBC Sports.
 
It's simple. The market is dry because he's coming off a steroid suspension, poor health, and poor production. Who really wants to dip their toes in all that. On his side of the equation, he doesn't really want to play here, nor should he. Not only has it proven to be career suicide here, but the Titans have also shown the door to anyone at the position looking for a payday. Couple that together and we are just pawn in his story.

If we are his last resort, which could happen, I wouldn't even do it. Do we really want someone who doesn't want to be here in a position where the opportunity to succeed is minimal. Don't think so. That's not in our culture no matter how desperate we are.
Poor production? During the 9 games he played last year DHop was the most productive WR in the NFL.
 
After the ped event, teams figure he must have a nagging injury. No one but the Titans and Patriots was desperate enough to chance it, knowing he probably wants serious money
The Titans are probably regretting whatever offer they made to him. But, they are desperate for someone who can catch
